to describe a drug :ie,a strong or powerful hypnotic drug or substance?is it meant as the same as being hypnotised,but by use of drugs and not a person ,ie doctor or entertainer.

Inducing or tending to induce sleep; soporific: "read the bedtime story in a hypnotic voice."

hypnotic in scientific explanation means… kept to a single wave length of consciousness…
